Has anyone heard of Payment Services International Australia?

My neighbor received mail indicating she was one of nine people who won a $20 million US Powerball. She needs to send them $29.95 to receive the paperwork. I told her that I thought it was a scam – I can’t find anything about Payment Services International in Australia. She is a senior citizen and can’t really afford this. I went on the Powerball website and still believe this is a scam. I told her that you shouldn’t have to pay to get money. Anyone heard of them?
